Aadhaar Offline XML is a file that a citizen can download from UIDAI website using an OTP sent by UIDAI to their registered mobile number. As such it was built to make it easier for entities to verify a customer's identity while being compliant with Supreme Court's directive on Aadhaar API usage.
That is, neither of us i.e. you as the user of the data and Veri5Digital as the service provider requires any license w.r.t using Aadhaar XML for identity verification after taking explicit permission from the customer before using the same.
